
North Carolina is on the verge of a significant modernization in notarial services. The Remote Electronic Notarization Act (RENA) is being implemented, paving the way for permanent remote online notarization. For Greensboro residents, this means more flexibility and convenience in how you handle important documents.
But what's available right now? And what's coming? Here's what you need to know.
What Is RENA?
The Remote Electronic Notarization Act authorizes North Carolina notaries to perform notarizations for signers who are not physically present, using secure audio-visual technology. The notary verifies the signer's identity through the platform, witnesses the electronic signature in real-time, and applies an electronic notary seal.
Current Implementation Status
The North Carolina Secretary of State has completed Phase Three rulemaking for RENA, establishing technology provider licensure requirements and performance criteria for remote notarization technology. This means the framework is in place—full implementation is on the horizon.
What's Available RIGHT NOW: Emergency Video Notarization
While permanent RENA is being finalized, North Carolina has extended emergency video notarization (EVN) authorization through July 1, 2026, or until the first RENA platform is licensed—whichever comes first.
EVN allows notaries to perform notarizations via secure video conference for qualifying documents. It was originally created as a pandemic response but has been extended due to continued demand.
Qualifying for Emergency Video Notarization
EVN is available for specific situations, including:

Signers with mobility or health issues that make in-person travel difficult

Signers located outside North Carolina

Urgent document needs where in-person notarization is impractical
Not all documents qualify for EVN. Some documents, including certain real estate deeds and original wills, still require in-person notarization.
